Robert Moffit*
Robert E. Moffit, PhD. is the Senior Fellow in Domestic Policy Studies at the Heritage Foundation in Washington, D.C. He specializes in health policy and federal entitlement reform.
Dr. Moffit has over two decades of professional experience in Washington, focused heavily on federal health policy.
Dr. Moffit served in President Ronald Reagan’s Administration, where he was appointed Deputy Assistant Secretary for Legislation at the United States Department of Health and Human Services. Before his service at HHS, he was appointed by the Reagan Administration as an Assistant Director of the United States Office of Personnel Management, with responsibilities for both federal personnel policy and Congressional relations. After federal service, Dr. Moffit was a senior associate of the Capitol Resources Group International, where he assisted clients primarily in the field of federal health care policy. He joined the Heritage Foundation in 1991. Dr. Moffit has served on the Maryland Health Care Commission and worked closely with both federal and state lawmakers in designing and drafting health care reform legislation.
Dr. Robert Moffit has earned three degrees in political science: his Bachelors from La Salle University in Philadelphia, and his Masters and Doctorate from the University of Arizona, where he graduated with Distinction. He has received public service awards from several organizations, including The American College of Eye Surgery, the Great Lakes Association of Clinical Medicine and the National Hispanic Family Against Drug Abuse. He has appeared on ABC News, NBC News, CNN, CNBC, Fox News andthe Jim Lehrer News Hour. He has also published in such professional journals as The Catholic Historical Review, The Harvard Health Policy Review, Health Affairs, Health Systems Review, The Journal of Medicine and Philosophy, The Journal of Contemporary Health Law and Policy, and The Journal of The Georgia Medical Association, as well asModern Age, The Political Science Reviewer and Postgraduate Medicine. He is a contributor to Controversial Issues in Social Policy (Allyn and Bacon, 2002), a university text, and his articles have appeared in a variety of American newspapers, as well as in The Irish Independent, The Washington Post and The Wall Street Journal.
Dr. Moffit lives with his wife, Barbara, and their four children in Severna Park, Maryland.
